Scripture
如是我聞。
Thus have I heard:
一時,佛在娑竭羅龍宮,與八千大比丘眾、三萬二千菩薩摩訶薩俱。爾時,世尊告龍王言。At one time, the Buddha stayed in the palace of the Dragon King of the Ocean together with an assembly of eight thousand great Bhikshus and thirty-two thousand Bodhisattvas and Mahasattvas altogether. At that time the World Honored One told the Dragon King saying:
一切眾生,心想異故,造業亦異,由是故有諸趣輪轉。龍王,汝見此會及大海中,形色種類,各別不耶?Because all beings have different consciousness and thoughts, they perform too different actions and as a consequence there is the turning around in all the different courses of existence. Oh Dragon King, do you see the variety of shapes and appearances in this meeting and in the great ocean, are they not different from one another.

《十善業道經》是釋迦牟尼佛在龍宮為娑竭羅龍王所宣說的經典,除了龍王外,聽經的還有八千大比丘眾、三萬二千菩薩摩訶薩,所以這部經的當機者是娑竭羅龍王。娑竭羅是梵語,意思是咸水海,而龍屬于畜生道眾生,祂們雖然有大神力可以呼風喚雨,但是愚癡而且嗔心重,時常被大鵬金翅鳥捕食,鱗甲下有無數細蟲叮咬等。很明顯祂們曾經修行過,但乘急戒緩,所以淫欲熾盛、驕慢心強,脾氣很大、但亦正亦邪。所以這里咸水海就象征著無邊的苦海, 而多變的龍王就象征著妄想紛飛的眾生。(待續......)
The Sutra Of The Ten Wholesome Ways Of Action was taught by Buddha Sakyamuni in the ocean palace of Dragon King Sagara. Among the assembly were 8000 Bhiksus, 32000 Bodhisattvas and Mahasattvas, and Dragon King Sagara, who is the dharma facilitator in the gathering. Sagara is a Sanskrit word meaning marine waters, and dragon is a living being of the animal path. Even though dragons have the power of commanding a rainstorm, they are however unwise and irritable. Dragons also have to withstand the bites of small worms underneath their scales, and they are venerable to the hunting of giant Garuda birds. Obviously dragons were cultivators in the past, but their virtues had not lived up to their aspirations, causing them to become lustful, arrogant, grumpy, both good and evil. Therefore marine waters and temperamental dragons, actually symbolize the sea of suffering and sentient beings with a defiled mind respectively. (to be continued...)
